CDER participation in the Government-Walis Meeting, Algiers, 28-29 November 2018
The Director of CDER, Prof. Noureddine Yassaa, participates in the Government-Wali meeting which is held at the Palace of Nations, on 28 and 29 November 2018. Participating in Workshop N ° 2: Quality and sustainability: challenges of local public services, Prof. Yassaa made recommendations for large-scale deployment of renewable energy locally.
However, to make actions for the development of renewable energies sustainable and reliable, Prof. Yassaa recommends the development of specifications by demanding the quality of the installations and equipment and the qualification of the operators.
For new construction projects of public buildings, he proposes to integrate upstream the requirements of energy efficiency and energy sobriety (thermal insulation, orientation, ...) taking into account the specificities of the regions and to plan in the architectural design of the project the reservation of spaces dedicated to the installation of solar energy systems (for the production of electricity and the production of hot water), and this through well-developed specifications.
To support the dynamics initiated in the use of solar energy at the local level, Prof. Yassaa proposes to put in place now a regulatory framework allowing the injection of excess electricity on the network, which allows populations, in general, and local communities, in particular, to become both a producer and consumer of energies (prosumer concept) and to pass from this fact of a simple customer of Sonelgaz to a true partner of Sonelgaz. This system also makes it possible to reduce investment costs associated with the use of storage systems.
