Training for controllers of equipments origin guarantee certification

The Centre for Renewable Energy Development (CDER) and the Electricity and Gas Regulation Commission (CREG) signed a convention on the Training for controllers of equipments origin guarantee certification .

This course is meant for persons in charge of controling the origin of electricity production and asserting that it comes from renewable sources or from cogeneration systems eligible to be encouraged.

Accordance to Decree No. 13-218 of June 18th, 2013 fixing the conditions for granting premiums for the costs of diversifying electricity production, channels elligible for the special regime are : Wind Energy, Solar Photovoltaic Energy, Solar Thermal Energy (CSP), Geothermal Energy, Small Hydro Applications, Cogeneration and Biomass.

Considering national priorities identified by CREG, a first « pilote » training session was organized for the channels « Wind Energy » and « Solar Photovoltaic Energy ».

The main objective of this training is to provide for learners necessary elements that will allow them to know the other channels and to perfectly identify the different parts composing the implementation of the production. The training is a set of theorical courses given at the CDER for a week and a training to real-life professional situation.

The theorical course for « Wind Energy » included the wind Deposit, the connexion of wind farms to electric grid according to CEI standards, the compliance and the certification of wind turbines in accordance with standards, technical requierements and wind turbines ordering. Regarding the « Solar Photovoltaic Energy » channel, courses were about the solar deposit, the sizing of photovoltaix systems, photovoltaix inverters, PV Plants connected to the grid and the study of the demonstation plant of Oued Nechou (Ghardaia).

These courses were followed with two training to real-life professional situations (MSP) organized in the multi-technological solar plant of Oued Nechou (Ghardaia) for the photovoltaic channel, and the Wind Farm of Kaberten (Adrar) for the Wind channel. Each training to real-life professional situations took two days with a visit to the plant for the first day and a real-life professional situation with Checklists for the second day.

It is to notice that two other channels were scheduled within this training for controllers : (i) the Algerian regulation relative to renewable electricity production or cogeneration and (ii) coun ting devices. These two fields were handled by the CREG and the CREDEG respectively.

This first « demonstration »training session gathered 10 participants from which 04 Engineers of the CREG and 06 Engineers from different brands of SONELGAZ (SDA, SDE, SDC, SDO, GRTE et CREDEG). Trainers side, CDER mobilized 06 experienced researchers for theorical teaching : Dr A. Kaabache, Dr M. Boudia and Dr M. Djemai for wind channel and Dr B. Amrouche, A, Dr A. Hadj Arab and Dr L. Hassaine for the solar photovoltaic branch. The training to real-life professional situation has been ensured by Dr B. Amrouche for the PV and Dr A. Kabbeche for the wind branch. Note also that two researchers from the Applied Research Unit for Renewable Energy (URAER-Ghardaia) and two researchers from the Applied Research Unit for Renewable Energy in Saharan Environment (URERMS-Adrar) have participated as well as the collaboration of Engineers from SKTM (Shariket Kahraba wa Taket Moutadjadida) working at the level of the PV plan of Ghardaia and the Wind Farm of Adrar.

A second session of this training is programmed for the last trimester of hte current year and will be provided to Bioenergy and Cogeneration branches.
